MEET STUART 

Proactive Leadership with a Proven Record of Delivering Community-Focused Results.
Stuart is a community resilience advocate, structural engineer, certified floodplain manager, sustainability professional employed in Prince George's County. As an engineering consultant, he manages technical support and outreach for resilient housing and transportation with local, state and federal agencies including Amtrak, GSA, White House Council on Environmental Quality, National Construction Safety Team and FEMA.
 
His expertise in building codes, standards, policy, and management provides a strong understanding of community development and contracting, which Stuart uses to hold himself, his team and colleagues accountable to scope, timelines, and budgets.
 
A resident of College Park since 2015, Stuart served a three-year term as President of the Calvert Hills Citizens Association where he led the effort, alongside residents and elected officials, to preserve Albion Woods. He has extensive experience partnering with the College Park Mayor & Council, College Park City University Partnership, Prince George's County Council, and 21st State Delegation to enhance the quality of life in College Park.

Stuart is an active participant at community meetings,
supporting and celebrating many great enhancements in our community including:
  • Smart Growth redevelopments that have increased amenities and housing options
  • Lower property taxes
  • Pedestrian safety and biking infrastructure improvements
  • Diversity & inclusion initiatives

He also is a vocal community advocate who has:
  • Secured Council approval to oppose deforestation of Guilford Woods
  • Championed the City's implementation of a Vacant and Blighted Property Tax
  • Proactively amended FY24 City Budget to include over $250k in business retention funds to support small and minority-owned businesses
  • Led the City's investment in barriers for Knox Road to allow increased pedestrian safety
If re-elected, Stuart will continue to represent District 3 on the City Council with integrity, empathy, and a proven record of community-focused action.
